Description:
The IRC began operations in Cameroon in 2016 to respond to the growing needs of people affected by violence linked to Boko Haram, in the Far North of the country. Assistance to displaced populations extends across the Far North, particularly in Mayo Sava, Mayo Tsanaga and Logone & Chari. IRC delivers population assistance to increase access to water and improve hygiene practices in vulnerable displaced and host communities, as well as cash transfer programs to enable poor families to meet their basic needs and to improve food security. IRC also implements protection programs, including addressing the specific needs of women and girls. The IRC has bases in Maroua and Kousseri.
Following the worsening crisis in the North-West and South-West (NOSO) regions of Cameroon, the IRC expanded its operations in the South-West region in August 2018 and in the North- West in 2019. The IRC provides life-saving humanitarian assistance to displaced populations, with activities in Fako, Meme, Manuy, and Mezam, Momo, Menchum divisions managed from bases in Buea and Bamenda.
With its coordination office in Yaoundé, the IRC program in Cameroon will develop its new strategic plan "Strategy 100" at the end of 2021, with which we aim to provide the greatest possible impact for boys, girls, women and men. the most vulnerable affected by humanitarian crises. Job Overview:
The Grants Coordinator is responsible for overseeing and managing the Grants and Partnerships Unit. The Grants Coordinator reports directly to the Deputy Director of Programs (DDP) and supervises a Senior Grants Manager and the Head of Partnerships.
Key relationships in country and at headquarters are with the technical managers of the program, the deputy director of finance,
field coordinators, grant management unit and donors. The Grants Coordinator provides strategic direction and support to the Country Office on matters of program development, grant/sub-grant management and compliance, and donor relations. S/he leads proposal development processes and supports various aspects of project cycle management including information management, problem analysis, evidence-based program design, donor negotiation and partners, grant and sub-grant monitoring and changes, reporting, and grant closure.
This position is based in Yaoundé with frequent field trips. The Grants Coordinator will work in collaboration with the IRC management team, technical coordinators, finance, supply chain, HR and field management.
Responsibilities: Program Development and Funding:
• Lead the coordination of the proposal development process, from go/no go decision to final submission (Go/No Go), gathering input from technical coordinators, monitoring and evaluation staff, field coordinators, deputy directors of programs and operations (DDP/DDO), finance, technical advisors, and ensuring that the appropriate review is carried out at regional and headquarters level;
• Lead the coordination of strategic review and drafting of Go/No Go decisions
• Manage the review process through IRC's electronic grants database, OTIS;
• Work closely with the DDP to facilitate program design meetings, travel to field sites and program activities to ensure high quality design processes;
• Lead the writing of non-technical sections of proposals, budget narratives, proposal editing and review against solicitation requirements and donor rules and guidelines in collaboration with the regional program development team;
• Liaise with Regional Office and HQ, ensure proposals meet internal standards, including use of IRC Outcomes Evidence Framework (OEF) Theories of Change, in line with the Strategic Action Plan (SAP) of IRC Cameroon, IMPACT standards and donor compliance;
• Review proposal budgets to ensure they meet donor needs and match the technical description;
• Act as a focal point with in-country donors for the proposal development process;
• Work closely with the DDP, provide inputs to the program development strategy by conducting donor mapping, analysis of upcoming opportunities, IRC competitive strategy, and updating the development plan. program development work;
Grants Management and Program Support:
• Oversee the grants team in their coordination and the management of the grants cycle from inception to closure, including working with field coordinators and project managers for grants. grant/project meetings and budget/actual (BVA) meetings, and liaising and following up with the SMT (senior management team) on issues raised;
• Ensure proper management of reporting requirements, including timely and quality submission to donors;
• Ensure that support is provided to field offices for project cycle management and compliance requirements in accordance with donor agreements;
• Oversee and support the use of expenditure management tools such as FM01 and BVA for the proper monitoring and successful implementation of programs and early warning in case of obstacles or challenges;
• Oversee the identification and training of project managers/leaders and departmental focal points for each project to ensure the effective and systematic use and implementation of all Project Cycle Meeting tools and steps ( RCPs), ensure updates and dissemination of key RCP-related reporting, guidance and information tools (i.e. project dashboards, project plan updates, action, updates to reporting plans, BVA, etc ;)
• Conduct regular spot checks and field visits to accessible project sites to work with and support Technical Coordinators and Project Managers in the effective implementation of GCP tools.
Communication and Representation:
• Ensure the implementation of the communication strategy in the country, managing the Grants and Communication Manager to produce external communication materials for use in advocacy efforts and new program development;
• Support in-country engagement with donors and key stakeholders;
• Support representation in sector working groups or thematic/ad hoc humanitarian coordination meetings, as required.
Compliance with funder/donor rules:
• Act as focal point with in-country donors on grant management issues for current, past and potential future projects;
• Review donor agreements and coordinate their review with the relevant office at IRC Headquarters; liaise with the Compliance Coordinator of Cameroon, if necessary, for compliance with donor regulations;
• Ensure administrative processes and procedures related to partnerships and sub-grants are consistently implemented across the program, including pre-award compliance checks, agreements, disbursements and reporting ;
• Ensure complete grant files are kept up to date and available to key staff.
Management and capacity building:
• Supervise the two Grants Officers (one of whom is a Grants and Communications Officer) and the Monitoring and Evaluation Coordinator, provide them with training/coaching, discuss job expectations, set objectives and provide appropriate and timely performance feedback;
• Support training and capacity building for all IRC staff and local partners on program reporting, donor compliance and specific IRC program requirements;
• Work closely with the DDP to develop capacity building plans for the entire program team.
Job requirements:
• Bachelor's degree or equivalent in international business, development or other relevant subject; Masters preferred.
• At least five years of experience managing projects and/or grants and developing/designing proposals/activities in an INGO or similar environment.
• International experience, with a preference for West or Central Africa
• Prior knowledge of donor regulations (UN, USAID (BHA), ECHO, FCDO, Irish AID, SIDA, GFFO, SDC, etc.)
• Capacity proven to develop projects and write proposals for various donors.
• Good communicator with strong organizational, time management and analytical skills.
• Excellent interpersonal, cultural and diplomatic skills.
• Strong writing and editing skills, with great attention to detail.
• Flexibility to adapt to changing needs
• Strong ability to mentor and build staff capacity.
• Ability to manage competing priorities, meet demanding deadlines and work under pressure in an unstable security environment.
• Total fluency in French and English, both written and spoken.
• Strong skills in the Microsoft Office suite
• IRC experience is an asset
Work environment:
Security: Yaoundé is currently at the yellow security level and does not have a curfew in place. Maroua and Kousseri are at the orange security level and the IRC has a curfew in place, while Buea is at the red level with a curfew in place. The situation is calm although there is still a risk of terrorist attack and kidnapping.
