MISSIONS OF THE POSITION: Under the supervision of the Human Resources Manager, the HR Development Officer is responsible for:
• Participate in the design and implementation of development tools on the qualitative side:
• Ensure the follow-up of the actions undertaken and their articulation (mapping of jobs and skills, training plan, career plan, etc.
• Ensure the administrative management of personnel and ensure compliance with the company's HR procedures.
MAIN ACTIVITIES:
General:
• Ensure the management of the pole:
• Organize the recruitment/mobility and GPEC activity:
• Organize the flow of information to interlocutors external and internal to the division:
• Ensure the day-to-day management and operation of the division's activities and in particular the monitoring of the activity;
• In this context, set up and/or update dashboards to monitor activity and its coordination:
• Be responsible for the application of the rules defined within the company;
• Ensure the management of internal recruitments/mobilities:
• Ensure that the actors understand the procedures in force (recruitment, training, talent management, etc.):
• Participate in the reflection on the tools under construction, necessary for the GPEC (Directory of trades, dictionary of skills, job descriptions):
• Ensure the classification of positions Ensure the management of HR activities in collaboration with the HR Department;
Definition and implementation of the recruitment policy
• Implement the recruitment policy, outsourcing tools, application management, integration, internal mobility
• Evaluate an annual or multi-year recruitment budget corresponding to the objectives set;
• Keep informed of all structural developments (legal provisions of employment contracts, legal obligations for the company) and economic conditions, levels of remuneration practiced on the job market, scarcity or abundance of profiles, etc.) Contribute to the development of recruitment, mobility and training plans to reduce the gaps observed between the available resources and the necessary skills:
• Set up a recruitment pool, for the needs validated within the Departments:
• Organize the identification of various sources of recruitment according to the profiles sought (sites, employment forum, ...);
• Organize the communication of job offers;
• Organize the implementation of the monitoring of the integration of new recruits;
Development: monitoring of HR projects and management of the company's careers
• Monitor the HR practices of companies of equivalent size and in the same sector of activity: Define and implement the training plan, prioritization of actions, information Formalize the processes allowing an employee to express a request for professional development and integrate a new career management function:
• implementation of a GPEC, individual interviews, talent review, detection of high potentials, development of career and succession plans, development and updating of job descriptions Monitoring the company's indicators relating to social data (pyramid of ages, turnover rate, etc.) Remuneration and social benefits: market benchmark, monitoring of the HRIS payroll:
• implementation of tools for reporting and evaluating HR actions (dashboards, database, etc.) Ensure employment management in collaboration with the HR Department:
• Analyze the employment situation and quantitative and qualitative needs:
• Ensure the follow-up of the workforce and the evolution of jobs (current and in the short, medium and long term):
• Ensure the link between recruitment and employment;
Employee performance evaluation
• Prepare evaluations (updating sheets, dispatching, etc.);
• Execute the assessment schedule:
• Communicate: Accompany evaluators in the evaluation process:
• Analyze the evaluation sheets and execute the validated actions.
Others
• Contribute to social dialogue within the company Advise operational staff on the development of their professional career and the possibilities of mobility;
• Carry out any other task assigned by the hierarchy.
PROFILE:
Training and Experience:
Academic level: Bac+4 in Human Resources Management, Labor Law, Social Sciences; Have at least 04 years of professional experience as an HR Development Manager or in a similar position: Have a perfect command of Microsoft Office;
Theoretical and procedural knowledge
• Master the fundamental concepts of HRM (positions, functions, trades, activities, skills, families...);
• Mastering the implementation of the principles, methods and techniques of forward planning of jobs and skills:
• Mastery of techniques for conducting a recruitment (from the expression of the need to the integration of the agent within the structure):
• Know how to set up specific contracts (learning, training, etc.);
• Know how to create a pool of candidates:
• Ability to work in project mode:
• Know how to use the Sage 100 Cloud software perfectly:
• Have a good knowledge of Cameroonian labor law and HRM;
• Have the basics of wage taxation:
