Context:
Jhpiego is an international non-profit health organization affiliated with Johns Hopkins University. Jhpiego works with health experts, governments and community leaders to provide high quality healthcare to their people. Jhpiego develops strategies to help countries take care of themselves by training skilled health workers, strengthening health systems and improving care delivery.
With funding from the Centers for Disease Control and Prevention (CDC), Jhpiego is implementing the “Enhancing Global Health Security (GHS)” project. With the advent of the COVID-19 pandemic, the GHS project includes support for prevention, detection and response interventions targeted at SARS-CoV-2, with an emphasis on leveraging relationships and technical expertise to provide technical support to grantees and partners in the Global Fund's response to the COVID-19 pandemic.
Purpose of the position:
Under the technical direction of the Global Project Director of GHS and the supervision of the Country Program Manager of Cameroon, the Technical Advisor in Epidemiological Surveillance and Vaccination will provide leadership and supervision for the design and day-to-day management of the project implementation. He/she will be responsible for making key decisions and resolving issues in a timely manner while ensuring program quality and integrity. This includes ensuring optimal technical assistance and advice to partners, effective organizational management and communication with the Ministry of Public Health (MOPH), country stakeholders, and other international and local partners. involved in the response to the COVID-19 pandemic and the detection, characterization and reporting of emerging biological threats. He/she will ensure timely and cost-effective project implementation, reporting on activities, and be accountable for all project results to the donor.
The Technical Advisor in Epidemiological Surveillance and Vaccination will also be responsible for carrying out the tasks necessary for the implementation of interventions related to his area of expertise of the GHS project. In collaboration with members of the project teams, he/she will provide technical expertise and assistance to the Ministry of Health and other partners for the design, implementation and strengthening of routine epidemiological surveillance systems, the design and implementation of complex surveys to measure the prevalence of emerging infectious diseases, vaccination coverage and other indicators to assess the impact of disease control programs, in particular the expanded immunization programme.
Responsibilities and Tasks:
Program Management
• Provide technical direction and oversight for the implementation of the GHS program in Cameroon, including overseeing the strategic planning of activities in support of program goals and objectives, and determining program priorities and relevant technical initiatives;
• Assist in coordinating the GHS work of team members with their designated counterparts, including the donor agency, MSP, civil society organizations and communities, and other implementing partners in the Cameroon, to ensure effective technical assistance and proper implementation of activities;
• Contribute to the annual, quarterly and monthly planning of activities.
• Work with finance and project staff to develop and track project budgets;
• Work closely with Jhpiego HQ staff to ensure efficient, timely and coordinated project implementation;
• Draft timely donor reports, work plans, strategic plans and other program related documents and respond promptly to donor requests for information;
• Effectively integrate Jhpiego's approaches into the overall project implementation;
• Coordinate and/or represent the project in professional circles through meetings, conferences and presentations;
• Ensure that Jhpiego programs comply with donor policies and regulations.
Technical Support
• Design and implement immunization coverage surveys and other epidemiological surveys as well as impact evaluation studies;
• Support the MSP in the design, implementation, evaluation and improvement of routine epidemiological surveillance systems, including those related to vaccination and electronic surveillance systems;
• Participate in the design and implementation of epidemiological investigation activities as well as the response to outbreaks, epidemics and pandemics at all levels of the health system;
• Support the implementation of activities related to vaccination against COVID-19 and other vaccine-preventable diseases;
• Coordinate the implementation of support activities for field epidemiology training (FETP);
• Contribute to the development of the portfolio and the visibility of Jhpiego in terms of vaccination.
Candidate profile (qualification, skills and experience):
• Master's degree in public health or in epidemiology or in biostatistics or any other equivalent diploma, with proven experience in project management; Having a PhD in public health or epidemiology would be an asset;
• Proven experience in the design and implementation of vaccination coverage surveys, epidemiological surveillance systems evaluation surveys or other epidemiological surveys, including the analysis of the results and their dissemination;
• Proven experience in the field of routine epidemiological surveillance at a national or international level of at least eight (8) years;
• Proven experience in the field of vaccination;
• Relevant experience as a researcher would be an asset;
• Have proven experience of working in an NGO;
• Experience implementing projects funded by a US government agency is an asset;
• Good knowledge of the Cameroonian health system;
• Ability to plan activities, monitor their implementation and prepare technical reports;
• Ability to design an epidemiological investigation protocol including all implementation tools;
• Ability to create and use a database;
• Have experience in the field and an ability to travel frequently and stay in the outlying areas covered by the programs;
• Master the computer tool (R Studio, Epi Info, SPSS, SAS, Microsoft Office etc.);
• Ability to work under pressure, to perform multiple tasks in a short turnaround time;
• Recent involvement in a public health emergency response is an asset.
Languages and other requirements
• Good knowledge of French and working knowledge of oral and written English;
• Strong organizational skills, autonomy and a high sense of responsibility;
• Ability to identify a problem, analyze it and propose relevant operational recommendations;
• Excellent communication, negotiation, synthesis and writing skills;
• Ability to plan, accept responsibilities and share information with colleagues and partners;
• Ability to work within a multidisciplinary team and to meet deadlines;
