– INTRODUCTION
Médecins du Monde‐Suisse (MdM‐CH) is a humanitarian organization that acts in Switzerland and internationally to establish sustainable access to healthcare for excluded people. Its main areas of intervention are Primary Health Care (PHC), the fight against violence (VbG) and Sexual, Reproductive and Child Health (SSRE).
Present in Cameroon since 2013, MdM‐CH carries out projects whose main goal is to improve the living conditions of vulnerable populations by helping to reduce maternal and infant mortality. In 2021, within the Foumban health district (DSF), MdM-CH finalized phase III (2019-2021) of a sexual and reproductive health program. Following the request of technical and community partners (DRSPO & Town Halls) and to follow up on the conclusions of the exploratory mission conducted in 4 health districts of the West Health Region, a fourth phase of the SSRE program will be implemented. in the department of Noun. This new phase, which respects the programmatic strategy of MdM Switzerland and its donors, innovates with the integration of the Malentouen Health District in the area of intervention and a refocusing of the intervention on the ethnic and linguistic minorities that are the Bororo populations and the internally displaced persons of the security crisis of North-West and South West. In the continuity of the 3 previous phases, this project emphasizes maternal, neonatal and child health associated with family planning. The fight against gender-based violence is a theme present in a cross-cutting manner with the target of community activities that will target young girls and boys in school or not thanks to the support of a network of community relays.
To participate in the implementation of this intervention, the Cameroon mission of MdM-Switzerland is looking for motivated people of Cameroonian nationality, respecting humanitarian principles whose profile corresponds to the description of this call for tenders.
– DESCRIPTION OF THE FUNCTION:
1. GENERAL DESCRIPTION:
Under the supervision of the Program Coordinator, the Project Manager will be responsible for improving the health and well-being of host populations and ethnic and linguistic minorities. On a daily basis, he/she will contribute to the successful implementation of phase IV of the SSRE programs in the Western Health Region and specifically in the health districts of Foumban and Malentouen. Within the interdisciplinary team of the SSRE project, he/she brings his/her expertise in planning, and the implementation of the strategy through the accompaniment of the various members of its teams in the realization of the activities whose goal is the improvement of the theoretical and practical knowledge of the care providers of the partner health formations as well as community health activities which target the host populations, the Bororo minorities and the IDP populations of the security crisis in North-West and South-West Cameroon. These community activities, those related to essential family practices in maternal, neonatal and infant-juvenile health, will have a cross-cutting theme related to the fight against violence (VbG).
He/She supervises the other members of the project team based in Foumban and Malentouen works closely with the Health Services of the target Health Districts and the dialogue structures. Ensures the representativeness of MdM-CH with partners and representatives of administrative authorities, decentralized services of MINPROFF and local authorities in the area of intervention with the aim of ensuring the promotion of the SSRE and in compliance with the procedures of MdM-CH. More specifically, the SMNI/FP project manager is responsible for all functions to ensure the proper implementation of the activities implemented by the project, namely:
• Coordination and supervision of a project team;
• Representation of the organization;
• Selection of external human resources for the project;
• Promotion and compliance with the financial and logistical procedures of MDM-CH and the mission;
• Capitalization of good practices.
2. SPECIFIC DESCRIPTION:
Under the direct supervision of the Program Coordinator of the Cameroon Mission, the project manager will have the following responsibilities:
• Ensure the implementation, planning and Monitoring & Evaluation of the SMNI/FP project which is phase IV of the program SSRE of the Cameroon mission;
• Develop annual and semi-annual work plans for the MNCH/FP project which is Phase IV of the Cameroon mission’s SSRE program, reflecting the scope of activities, schedule, sequencing, costs and other inputs for implementation. implementation of activities;
• Prepare the technical sheets of the activities to be submitted for the approval of the Program Coordinator and the General Coordinator;
• Contribute to consistency between the interventions of the DRSPO and the health districts of Foumban and Malentouen;
• Provide technical and organizational support to the technical partners for the implementation of the project;
• Collaborate closely with the Health District Services of Malentouen and Foumban as well as with experts from the technical services of the DRSPO to ensure the implementation of the joint project;
• Validate, after a proposal from the training manager, a program for building the capacities of project partners and beneficiaries;
• Work closely with the Monitoring & Evaluation Manager to help define the methodology for collecting and analyzing data in order to inform the program and periodically assess the progress of the intervention;
• Support the Monitoring & Evaluation manager in the collection of information and data necessary for the implementation and monitoring/evaluation of the program;
• Monitor the implementation of project activities in relation to the targets and indicators set;
• Collect, compile and produce, according to the frequency agreed with the Program Coordinator, a sitrep;
• Contribute significantly to the production of mandatory reports (quarterly, half-yearly and annual) and milestones in accordance with the program document, internally and to donors;
• Participate in the preparation and organization of coordination meetings with implementing partners;
• Develop and maintain strong working relationships with the national party at the regional and District levels, with a view to building comprehensive and lasting partnerships;
• Write and provide contributions to annual and quarterly reports, in accordance with the requirements of the Cameroon mission of MdM Switzerland and donors.
• Support the strategic and operational planning of the project, the development and implementation of activities and support project reporting;
• Provide substantial support for the management of the project: support for the development of youth promotion activities, sex education for young people and gender promotion;
• Support the development and conduct of anthropological studies on youth issues, gender and sex education in the target area of the project;
• Support the analysis of the changing environment to guide the positioning of MdM Switzerland in emerging themes related to the SSRE on youth, ethnic minorities and IDPs;
• Identify and actively participate in community technical discussions on SSRE practices in the intervention target areas.
• Engage young people in the promotion of gender equity norms and practices in sexual and reproductive health and sexual rights;
• Establish and maintain good working relationships with technical partners and civil society organizations involved in and supporting the program;
• Provide technical support to national partners involved in the implementation of leadership interventions in the areas of youth, sexual health and gender;
• Support the collection of gender-sensitive statistical data throughout the implementation of the project;
• Support for the capitalization of the achievements and best practices of the program and ensure their dissemination internally, but also with civil society and state actors at the national, regional and local level;

– REQUIRED SKILLS AND EXPERIENCE
1. Education
• Doctor of medicine or doctoral student in social science is required
• A master’s degree or Bac +5 in social sciences and a minimum of 3 years in project management is required
2. Experience
• Professional experience of at least 5 years in the field of sexual health associated with the fight against sexual and gender-based violence;
• Experience in evaluation and results-based management is an asset;
• Professional experience in a governmental, multilateral or civil society organization is an asset;
• Experience in managing versatile and multidisciplinary teams;
• Experience in writing and publishing reports;
• Good knowledge of computer tools and software (Word, Excel, Power point, Excel etc.);
• Experience working with an international organization is an asset.
• In-depth knowledge of the healthcare system in Cameroon is considered an asset
• Excellent written and spoken English skills

• This position is based in Foumban with approximately 70% of program areas and other travel when required in the West Health Region.
