Main objective and tasks The Gender and Protection Officer is responsible for the technical supervision and coordination of all Gender and Protection-related activities as well as Accountability to Affected Persons and Complaint and Feedback Mechanism, under the supervision of the Project Manager. S/he will ensure that training and capacity building needs of field protection staff are timely addressed and that the protection services and activities meet quality standards in the sector.
1. External representation and coordination
- Ensures the good acceptance of in INTERSOS’ activities and builds positive relationships with all the project stakeholders in the areas of intervention, under the supervision of the project manager.
- Under the supervision of the project manager, ensures regular and active presence at technical and general meetings at a local level (in all the localities where the project is being implemented).
- Ensures the collection and the quality of the information shared, under the control of the Project Manager.
- Builds and maintains good relations with all project stakeholders, at the local level.
- Under the supervision of the Project Manager and following the following the communication chart, ensures the effective and timely communication with WFP staff on the field operations
2. Protection Mainstreaming
- With the supervision of the Project Manager, coordinates APP and CFM related activities, including documentation, and reporting to ensure accountability to donor and the organization.
- Acts as focal point for the identification and referral of Extremely Vulnerable Individuals and People with Specific Protection Needs for adequate assistance
- Builds, test and improve an interview guide to integrate the detection of protection issues during home visits, surveys and focus group discussions.
- Ensures the confidentiality and diligent referral of identified protection cases
- Supports the collection of information/data about vulnerability, protection needs and concerns of the targeted population.
- Contributes to the establishment/maintenance of a referral pathway, respectful of the confidentiality principle and international SOPs
3. Gender Mainstreaming
- Ensures the equal and effective implication of women in all of the community-based decision making structures as well as the selection volunteers
- With the support of the Distribution and CBT Officers, ensures that the distribution arrangements are gender-inclusive
- Through targeted focus group discussions, surveys and staff & volunteers debriefing, monitors the potential and effective negative outcomes of the food assistance activities, especially towards affected women and girls and proposes mitigation to the project manager.
4. PSEA Mainstreaming
- Raises awareness on PSEA and reporting channels in the community especially with beneficiaries
- Trains staff, partners and community mobilizers on PSEA
5. Supervision and monitoring
- In coordination with the distribution and CBT officers, builds and contributes on activity plans to integrate community awareness-related activities on key human rights issues
- Ensures the training of staffs and community volunteers on the main protection issues and gender equality principles and runs debrief sessions after each activity to raise and maintain staff awareness
- Proposes and discusses budget allocation with the project manager for gender, protection and PSEA specific activities
- In relation with the project manager, builds the operational strategy to all Gender and protection Mainstreaming fieldwork and monitoring in Food and Cash distribution
- Coordinates APP and CFM related activities, including documentation, and reporting to ensure accountability to donor and the organization.
- Ensures the proper use of validated technical tools and, if the context requires it, suggests their modification or the implementation of new tools.
6. Data management
- Ensures the quality of the data collected is properly processed before submission to the Project Manager.
- Ensures program filing system is in place, adheres to internal and donor regulation and filing is regularly maintained
5. Reporting
- Contributes to effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the other program staff.
- Provides information on activities as requested by the Project Manager or M&E team.
- Provides Daily and weekly field reports, capturing activities progress, lessons learned, success stories on the program
- Verifies the consistency and quality of the information provided by the teams and ensures its compilation and validation by the Project Manager.
