PROJECT SUMMARY
Funded by the "President's Emergency Plan for AIDS Relief (PEPFAR)" through the United States Agency for International Development (USAID), the National Episcopal Conference of Cameroon (CENC) as a local transition partner of CRS supports implementation of the project, “Key Interventions to Expand Systems and Services for Orphans and Vulnerable Children” (KIDSS). The project aims to address the challenges of sustainable care and support for orphans and vulnerable children (OVC) by building the capacity of the Government of the Republic of Cameroon (GRC), civil society, communities and households by providing quality care and support to children infected and affected by HIV in Cameroon.
TERMS OF REFERENCE
Under the supervision of the Operations Manager, the Grants Manager will conduct risk-related activities for the KIDSS project and sub-recipient compliance with NECC policies, local laws, donor regulations, and contractual terms in order to ensure the effective delivery of high quality programs to the poor and vulnerable. Duties include maintaining grant files and tracking documents, scheduling and conducting regular grant meetings, monitoring the processing of donor and sub-grantee agreements.

Duties
Evaluate and monitor NCPC subrecipients' compliance with U.S. Government policies and procedures, including evaluating and monitoring subrecipient financial management processes in accordance with policy and by building partner capacity in financial and transaction accounting, field visits, and reviews of management reports.
Brief project/grant staff, sub-recipients and partners on financial accounting policies and procedural compliance issues, and provide training and other capacity building as needed.
Assist KIDSS sub-recipients and provide technical and practical advice for the institutionalization and socialization of any revised or new policies at the financial or operational level, including plans for measuring policy adherence.
Ensure that regular and comprehensive risk and cost-effectiveness analyzes are carried out at the level of CENC-KIDSS as well as local implementing partners.
Ensure that CENC-KIDSS subrecipients adhere to USAID grant management requirements.
Specific Responsibilities
Prepare and implement training and technical assistance required to meet capacity needs and strengthen grant management, e.g., financial management, budget analysis, policies and procedures, ' ' Generally Accepted Accounting PrincipIe(GAAP) ' ' and basic accounting.
Anticipate and identify risk issues and challenges and the most appropriate solutions to address them. including through (a) revision of the existing grants manual; (b), the design and delivery of relevant training sessions on risks in collaboration with those responsible for the management, programming and/or operations of the project, in order to contribute to the relevant components of the institutional capacity building of the local KIDSS implementing partners.
Lead and coordinate the implementation of the sub-recipient financial management policy. Ensure that all partners are effectively assessed; categorized and all internal control improvement plans are fully implemented. Lead and coordinate the updating
of attribution data in the portal.

96 • Ensure timely receipt and review of monthly expenditure reports from KIDSS subrecipients, including review of budget updates and liquidation reports for the NECC finance team treat them. Ensure documentation of partner liquidation reviews, justifying all disallowed expenditures and detailing required improvements. Design and generate an aging report of local implementing partner advances and follow up with partners and program/project managers to encourage timely liquidation.
• Ensure the timely closure of financial audit recommendations in accordance with the donor's procedure; participate in the preparation, implementation and monitoring of the corresponding action plans.
• Review, communicate and monitor compliance with donor staffing, procurement, asset management and reporting requirements. Identify compliance gaps and corresponding solutions - including differences between donor policies and procedures and internal NECC policies and procedures, including cost allocation. Monitor timely reconciliation of project material stocks at partner and NECC level with distribution reports. Notify of stock status when grant is nearly over.
• Design effective budget tracking tools, generate and review monthly reports and lead regular meetings with program managers to review identified issues and trends. Monitor budgets and expenditures at least on a monthly basis and ensure that the overall budget for NECC and local partners is maintained accurately at donor approved levels throughout the year and that commitments to local partners do not exceed the available budget. Review budget comparison reports to ensure compliance with line item flexibility restrictions and support follow-up actions to resolve any issues identified.
• Through formal training, field support and monitoring, build the capacity of NECC staff and partners in grant/contract compliance to ensure partners maintain supporting documents for all financial transactions and ledgers for fixed assets, purchase requisitions, receipts and disbursements.
• Conduct and coordinate with program/project managers monitoring visits to partner organizations to assess the adequacy of internal controls and provide on-site coaching and technical assistance. to ensure ongoing compliance with the terms of their agreements, including financial management and compliance with the regulations of the donors.
• Support the production of donor reports.
MINIMUM QUALIFICATIONS
Education and Experience
Master's degree in accounting, business administration or other relevant field preferred. Certification in accounting or auditing is preferred. An undergraduate degree in accounting, auditing, business and administration is an asset.
Previous experience with US Government funding compliance.
• At least 5 years of professional experience in a grants management role, ideally in an international organization, with progressive responsibilities in operations and/or programming. At least 3 of these years must include audit, compliance or risk management experience.
Knowledge of data analysis techniques and leading practices for improving process performance.
Knowledge of accounting systems.
Knowledge of budget development and management practices. o Skills with Windows.
Excellent knowledge of Microsoft Office, especially Excel, Word and Powerpoint.
Required/desired working language: Proficiency in French, proficiency in English as the main working language.
Travel required: 50% travel to sub-recipient sites and KIDSS project satellite offices in Yaoundé, Douala, Bafoussam, Bertoua and Maroua.
