Job Description
1. Background
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC provides relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC's mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and take charge of their future.
Faced with a growing humanitarian crisis, the IRC is launching emergency programs in the Far North region of Cameroon. Planned programs include environmental health, food security, women's empowerment, protection and rule of law, education and child protection.

Objective of the Role
Under the supervision of the Human Resources Officer, the HR Assistant is responsible for supporting all HR processes and functions, in the office where he/she will be based. ). He will ensure to provide quality assistance in the implementation of IRC Cameroon's Human Resources policies and procedures in accordance with the requirements of donors and local labor laws.
Dimensions of the role
Main responsibilities:
Human Resources Management:
- Ensures the proper conduct of administrative support for personnel, in liaison with colleagues from the Human Resources department of the bases.
- Ensure the collection and archiving of staff Timesheets.
- Provides assistance in the preparation of contracts, amendments/amendments to the contract, follow-up of trial periods and renewal requests creation and deletion of email addresses
- Assist in the regular updating of Coordination staff data on the Employee Directory platform.
- Assists in the execution of procedures for the registration of staff at the CNPS, declaration of hiring and termination, declaration and management of accidents at work and occupational diseases, maternity leave;
- Ensures the proper maintenance of national and international personnel files at the Coordination Office.
- Assist in the recruitment process within the Coordination Office: publication of positions, organization of tests and interviews, preparation of minutes and final reports, reception of new recruits, maintenance and archiving of recruitment files.
- Assist in the preparation and monitoring of the execution of the induction plan for new staff and visitors to the Coordination Office
- Assist in the organization of staff training sessions.
- Ensures the transmission to the Operations Department of relevant information relating to the management of the telephone fleet
- Submits documents for the signature of authorized persons
- Assists in the production of monthly reports:
Workforce management (list of staff, promotions of steps, procedures and benefits related to retirement, end-of-career benefits, etc.)
· Reports on departures
· Report and control of absences of national and international staff (leave, Home leave, R&R).
- Executes any other mission entrusted by the supervisor or by the Management.
General
Commit to respecting IRC Way (or Code of Conduct / Mandatory Reporting Policies);
Undertake to respect the Internal Regulations in force at IRC.
Commit to ensuring the implementation of these policies in its work environment;
Qualification
· Proven professional experience in Human Resources, in a similar role and in a humanitarian context.
· University degree in Human Resources, Legal Sciences, Administration, Sociology or in an equivalent field
Professional experience
· At least 2 years of experience in a similar field
· Previous professional experience in complex and unstable contexts or with international NGOs would be an asset .
Desirable
Good oral communication skills, excellent writing skills, excellent level of French - written and oral; English is a plus;
· Good knowledge of MS Office, especially Word and Excel;
· Great ability to organize and be precise;
· Analytical, objective and sense of integrity.
· Willingness to learn at a faster pace
· Good self-control
