Founded in 1933 at the request of Albert Einstein, l he International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC provides relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC's mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and take charge of their future.
Faced with a growing humanitarian crisis, the IRC is launching emergency programs in the Far North region of Cameroon. Planned programs include environmental health, food security, women's empowerment, and protection and rule of law.
The Legal Assistant is supervised by the PRoL Legal Officer and is part of the Protection and Rule of Law team. The Legal Assistant will be responsible for all activities related to asylum work, as well as all legal concerns of clients.
The Legal Assistant is based in Kousseri with permanent trips to the localities of intervention.
Profile
The Legal Assistant will carry out the following responsibilities:
A. Implementation of activities
- Implement the legal case management activities of the project in accordance with the program description;
- Facilitate individual interviews with clients regarding their legal concerns (PBS, GBV survivors, access to land, proxies), create files and follow up on files;
- Ensure the follow-up of Paralegals through frequent visits to communities, the organization of weekly meetings and training sessions, as well as the permanent collection of awareness-raising data and referrals to services.
- Organize training for the team on the themes of access to land, GBV, civil documentation if necessary;
- Organize awareness-raising sessions on legal subjects (birth registration, civil documentation, human rights, LTPs, etc.) in collaboration with the Monitoring and case management teams;
- Create good relations with the relevant authorities to facilitate the work;
- Perform other tasks assigned by the supervisor.
B. Reporting and Coordination
- Submit to the PRoL Legal Officer, in a timely manner, internal reports on activities;
- Contribute to the assessment of impacts and the drafting of mandatory reports on the legal situation;
- Participate in sectoral meetings;
- Work with all state and non-state actors involved in access to justice.
C. General
- Undertakes to respect the IRC Way (IRC Ethics).
- Commits to ensuring the optimal implementation of political cases within its framework.
- Is available to perform any other ad hoc task deemed useful by his direct superior or by IRC.
- Ensures that all activities will be implemented in accordance with the operational policies of the IRC.
- Is available to carry out any other specific task deemed useful by his direct superior or by the IRC.
1. Profile required: Qualifications and skills
- Education: University degree in law or equivalent in human rights, international relations, or similar disciplines,
- 2 to 3 years of professional experience in the field of protection, human rights and/or access to justice ;
- Work experience within an NGO and knowledge of legal instruments;
- Experience in sensitization and/or community animation and case management;
- Experience in supporting and training agents and community organizations in a formal and informal way;
- Personal qualities: knowing how to work in a team, being flexible, knowing how to create links, knowing how to manage pressure well, knowing how to listen actively;
- Fluency in French is required.
2. Composition of the application file
