The French Red Cross (CRf) and the Cameroon Red Cross (CRC) are humanitarian associations, auxiliary to the public authorities, which provide aid and assistance to vulnerable people.

Since 2010, the French Red Cross (CRf) has been present in Cameroon and intervenes in the areas of health, nutrition, risk and disaster reduction and food security and livelihoods (SAME) in the Eastern and Far North regions.

Presentation of the position

Job Purpose/Summary.

Under the responsibility and supervision of the Risk and Disaster Reduction Project Manager and in collaboration with the CRC/CRf team in Maroua, the Deputy Risk and Disaster Reduction Project Manager is responsible for monitoring and coordination of Risk and Disaster Reduction Projects of the CRf Sub-Delegation in Maroua.

  • Support the leader. project manager in the implementation of project activities;
  • Coordinate the implementation of activities  
  • In collaboration with the SERA manager and the project manager, organize surveys and evaluations planned on the project,
  • Ensure the implementation of the various training courses planned under the project (DREF, EVC, BDRT and first aid in schools and for project teams,
  • Support the organization of coordination meetings, and joint supervision of activities with CRC teams;
  •  Participate in the organization and preparation of training sessions and other events related to the activities;
  • Ensure the effective involvement of the GRC department of the CRC in the activities;
  •  Contribute to the implementation of community strategies for disaster risk reduction.

Position Location 

This position is open to people with the required profile and the successful candidate must reside in Maroua by his own means; it is therefore not subject to relocation. The candidate selected at the end of the recruitment process cannot therefore claim the status of relocated employee.

Responsibilities

  • Operational coordination of DRR-related activities;
  • Financial and administrative management;
  • Contribution to the improvement of the monitoring-evaluation system;
  • Capitalization and documentary production;
  • Contribute to the internal and external reporting of the project;
  • Representation of the International FIU at the local level;

Qualifications and experience

Diploma / Level of study:

  • Bac+4 in Natural Risk Management and/or Project Management, previous experience in project management (at least 4 years);
  • Proven experience in the implementation of projects oriented towards disaster management, adaptation to climate change (at least 2 years);
  • Experience of at least 2 years in capacity building of beneficiaries.

Required skills and experience:

  • Good communication and feedback
  • Sense of confidentiality;
  • Good organizational skills, anticipation and proactivity;
  • Rigor, dynamism and diplomacy;
  • Good relational and interpersonal skills, ability to manage a diverse team;
  • Autonomy and ability to work in difficult contexts (environmental security, workload).
  • Speak Fulfulde;
  • Mastery of the context of the extreme north of Cameroon, precisely Diamaré;
  • Perfect command of the French language.

Specific knowledge:

  • Knowledge of the Red Cross / Red Crescent Movement through previous experience is a real advantage;
  • Ability to work in cooperation with the decentralized and decentralized services of the State and other partners of civil society;
  • Mastery of project cycle management with strong community involvement;
  • At least 4 years with an International Organization;
  • Expertise in disaster risk reduction issues, Climate Change;
  • Speak Fulfulde;
  • Mastery of the context of the far north of Cameroon;

Skills and experience preferred: 

  • Mastery of the pack Office ;
  • Reporting capacity;
  • Have analytical and synthesis skills;
  • Knowledge of donor rules and a good reporting capacity would be an asset;
