Place: DRC Country Office in Cameroon: – Yaoundé (with regular field visits to Adamawa and Southwest)

Introduction
The Danish Refugee Council (DRC) is a private and independent humanitarian organization working on all aspects of the refugee cause in around 30 countries around the world. It is the first Danish NGO operating internationally for the protection of refugees and internally displaced persons against persecution and for the promotion of durable solutions to the problems of forced immigration and conflicts. All of DRC's action is based on humanitarian principles and human rights, in accordance with United Nations conventions and the code of conduct of the ICRC and NGOs during disaster relief operations.
The approach to protecting and assisting populations affected by conflict is provided in a long-term and rights-based approach to ensure a coherent and effective response to the challenges of today's conflicts.
The assistance consists of humanitarian aid, rehabilitation, support for returnees and repatriates as well as the promotion of long-term solutions to displacement and its causes. In addition, supporting and building the capacity of local and national authorities is an integral part of DRC's work.
DRC is present in seven West & Central African countries, namely Mali, Guinea Conakry, Burkina Faso, Nigeria, Niger, Central African Republic, and Cameroon.
Currently, the actions carried out by DRC in the Adamaoua region are concentrated around the town of Meiganga and a sub-base was opened in Djohong in 2018. A new sub-base in the Eastern Region in Garoua Boulay has opened at the end of 2020
General objective of the position:
• Coordinating, improving, and implementing monitoring & evaluation MEAL systems within DRC program in Cameroon.
• Responsible for managing the MEAL team in Yaoundé
• Technical line manager for the MEAL field teams and responsible for the MEAL team's capacity building. of the team
• The MEAL Manager works closely with the Head of Programs (HOP) to strengthen DRC Cameroon's program quality and provides technical advice to field-based MEAL teams.
• The MEAL Manager will have direct line management responsibility over the Protection Information Management (PIM) Officer and will be responsible for cross-checking protection databases.
The specific objective of this position includes:
• Ensuring the improvement of the relevance, quality and accountability of DRC Cameroon's programs
• Closely coordinating with the Area Managers, Program Managers, and MEAL Team Leaders in the two operational based as well as with the Technical Specialists in the coordination team to monitor and verify activity progress, measure achievements against program outcomes/objectives and collect robust data.
• Establishing solid monitoring, evaluation and accountability systems and ensuring roll out to the MEAL teams in the bases, focusing on capacity building.
Main responsibilities:
Monitoring and evaluation
• Provide technical support to program team at all stages of the project cycle management, including for the development of logical frameworks, M&E plans, workplans or report writing
• Promote program quality and ensure accurate and timely reporting on outputs, outcomes, and impact indicators
• Analyze the data gathered during MEAL exercises and participate in the elaboration of baseline, endline, PDM, and impact assessment reports
• Continuously improve and update data collection tools and methodologies of monitoring exercises
• Train the field teams (MEAL and program when relevant) on the tools and methodologies developed
• Develop and maintain a MEAL system, to measure achievement and progress towards program goals and results, which easily can be used in reports
• Develop/review MEAL SOPs and lead dissemination to field bases
• Follow up on MEAL workplans and provide technical support to MEAL teams in doing so
• Lead the development process of a country learning strategy and facilitate regular learning events to promote program improvements
Accountability
• Serve as country focal point for Core Humanitarian Standards (CHS), ensuring compliance and regular reviews
• Continuously assess and improve feedback and complaint mechanisms (FCRM) and reporting by working with MEAL and program teams
• Compile FCRM data from both bases at national level and provide regular updates to the Senior Management Team (SMT) and the regional office in Dakar
Information Management
• Support the PIM Officer in developing and maintaining the country's protection information management system including revising data collection tools
• Ensure regular check of kobo databases and respect of data collection SOP (Protection)
• Improve and systematize the publication of information management products
Management and supervision:
• Line manages the PIM officer, including setting objectives, creating a workplan and a performance development plan
• Provide technical support to field-based MEAL staff with a view to ensure consistency in data collection and analysis to support program development and quality
• Provide regular refresher trainings to staff on critical MEAL competencies, including qualitative research methods, data cleaning and analysis, data visualization and ensuring proficiency in key software, such as PowerBI, Excel, GIS and Kobo
Required experience and competencies
• Minimum 4-5 years of relevant work experience in monitoring and evaluation of humanitarian and development programs in an international INGO
• At least 3 years' experience with people management
• Strong understanding of MEAL principles and processes, including database management, reporting…etc.
• Proven expertise with Kobo toolbox, PowerBI, and other data collection and analysis tools
• Extensive knowledge of donor regulations including US and EU donors and reporting
• Experience in working with local partners and commitment to capacity building of partners/teams
• Proven understanding of the management of knowledge within NGOs or development organizations
• Proven understanding of research methodologies and commitment to evidence-based programming
• Excellent skill in MS Word, Excel, and PowerPoint
• Previous experience in protection humanitarian programming preferred

Education:
• Master's degree in development, political science, international relations, monitoring and evaluation, economics or another relevant field
• Proven skills in data presentation and processing tools
Languages:
Full professional proficiency in English and French required

CONTRACT DURATION: 12 months.
