SUMMARY OF JOB DUTIES
Cameroon, like countries around the world, has been shaken by the health crisis due to COVID-19. The exponential proliferation of the disease has forced governments to take a series of drastic measures ranging from closing borders to closing schools and universities. This led to the systematic cessation of teaching from kindergarten to higher education, not to mention vocational training. According to the SIGE, this decision will have affected the education of 7.2 million pupils and students regularly enrolled in public and private establishments throughout the national territory, including around 4.5 million primary school children. (with 47% girls); 1.8 million secondary school students.
Study objectives
The main objective of the study is to assess the number of primary and secondary school students affected by the COVID-19 pandemic reached by the distance learning program through radio, television and the internet.
Specifically, these are:
• Estimate the number of students with access to ICT (television, radio, computer, smartphone/laptop, tablet, internet, etc.);
• Estimate the number of students in examination classes and in intermediate primary and secondary classes who have benefited from and been affected by the course dissemination program through the various channels (radio, television and internet);
• Evaluate the contribution of the broadcast program through radio, television and the internet on student learning and results during the period of confinement and school holidays;
• Have the perceptions and expectations of students / teachers and parents of students in relation to the course broadcast program by Community Televisions and Radios;
• Propose possible solutions for the sustainability of the distance education system in Cameroon.
Expected results of the study
At the end of the mission, the main result is the report of the evaluation study of the number of primary and secondary school students affected by the COVID-19 pandemic affected by the distance learning program across the country. radio, television and internet. This report should highlight the following aspects:
• The methodology used;
• An analysis on
o the number of students with access to ICT (television, radio, computer, smartphone/laptop, tablet, internet, etc.);
o the number of students in examination classes and in intermediate primary and secondary classes who have benefited from and been affected by the course dissemination program through the various channels (radio, television and internet);
o the evaluation of the contribution of the broadcasting program through radio, television and the internet on student learning and results during the confinement period;
o the perceptions and expectations of students/teachers and parents of students in relation to the course broadcast program by television and community radio stations.
• Possible solutions for the sustainability of the distance education system in Cameroon
Deliverables
At the end of this study, the following products are expected:
• The collection tools and methodology of the study;
• The database and data analysis report.
Methodological approach
The mixed approach combining a field survey on a representative sample and an exploitation of secondary data will be used during this study. To this end, the consultant will propose a technical and financial offer highlighting the following elements:
•
o Sampling techniques;
o Field data collection process/deployment plan;
o Data entry, processing and analysis;
o Results reporting plan;
o Chronogram of activities;
o Detailed budget for all activities.

REQUIRED QUALIFICATIONS
Education :
At least, Master's degree (BAC+5) in one of the following fields: Statistics, Demography, Educational Sciences, Educational Planning, Project Management and Educational Economics.
Experience :
• Proven expertise in survey and statistical census;
• Good knowledge of the national response plan to the impact of COVID-19 in the education and training sector and the Emergency Response Project against COVID-19 in basic education in Cameroon;
• Good mastery of the major challenges of the Cameroonian education system, particularly with regard to the implementation of the integrated distance learning system;
• Solid experience in the development, planning, implementation and evaluation of programs / projects related to education;
• Solid experience in the evaluation of the education system in emergency situations;
• Demonstrated experience in evaluating multi-year and multi-component programs and projects;
• Ability to process large amounts and diverse datasets and documents related to the education system;
• Have already conducted evaluation missions of similar projects/programmes;
• Excellent writing and communication skills in French, particularly in the context of participatory, multisectoral and multidisciplinary approaches
• Good knowledge of the methodology for calculating, analyzing and interpreting school indicators;
• Very good knowledge of SDG4- Education 2030 and AU Strategy 2063.
