Overview:
Jhpiego is an international non-profit public health NGO, affiliated with Johns Hopkins University in Baltimore, USA, which works to improve health women and men, families around the world.
implementing partners and subrecipients to implement a coordinated in-country response. To this end, Jhpiego is recruiting a Senior Technical Advisor on HIV to assist the National AIDS Control Committee (CNLS) in carrying out the 2020-2021 AIDS Control Resources and Expenditure Survey (REDES) and a national HIV sentinel surveillance study.
Under the guidance of the Country Program Manager, the Principal Technical Advisor will provide leadership and oversight for the design and day-to-day management of project implementation. He/she will be responsible for making key decisions and resolving issues in a timely manner while ensuring program quality and integrity. This includes ensuring optimal technical assistance and guidance to partners, effective organizational management and communication with the MSP, national, regional and district stakeholders, and other international and local partners involved in the fight against HIV/AIDS. He/she will ensure the timely and cost-effective implementation of the project, reporting on activities,
Key Responsibilities:
1) Ensure high quality program management for the project
Provide technical direction and oversight of the implementation of the RISE program in Cameroon, including overseeing the strategic planning of activities in support of program goals and objectives, and determination of program priorities and appropriate technical initiatives;
Help coordinate the RISE work of team members with their designated counterparts, including the donor agency, MSP, civil society organizations and communities, and other implementing partners at the Cameroon, to ensure effective technical assistance and proper implementation of activities;
· Contribute to the annual, quarterly and monthly planning of activities.
· Work with finance and project staff to develop and track project budgets;
· Work closely with Jhpiego HQ staff to ensure efficient, timely and coordinated project implementation.
· Draft timely donor reports, work plans, strategic plans and other program related documents and respond promptly to donor requests for information.
· Effectively integrate Jhpiego's approaches into the overall project implementation.
· Coordinate and/or represent the project in professional circles through meetings, conferences and presentations.
Represent program interests and present progress, achievements and lessons learned to key stakeholders including donors, implementing partners in public and professional circles through meetings, conferences and presentations .
· Ensure that Jhpiego programs comply with donor policies and regulations.
2) Provide direct technical assistance and coaching to CNLS colleagues as well as data managers and computer scientists, on topics related to HIV/Syphilis epidemiology.
• Coach the team in the selection and application of appropriate problem solving methods and techniques; provide advice on working methods, practices and procedures; and help the team and individual members identify effective solutions;
• Provide ongoing support to ensure privacy, confidentiality and ethical clearance;
• Organize trainings and workshops for staff in the areas of data collection/questionnaire design, data analysis, manuscript and report writing, etc.
3) Provide technical support and supervision of epidemiological surveys, with emphasis on the HIV sentinel survey.
• Provide support to CNLS to ensure successful implementation of the HIV sentinel surveillance survey. This includes supporting IRB approvals, hiring and supervising data collectors, training data collectors, and supervising data collection.
• Once the study is complete, the advisor will work with the CNLS to support data analysis and report writing.
• Develop methods and perform advanced descriptive and comprehensive analyzes of monitoring data for multiple purposes.
4) Dissemination of data, information and results of the HIV/syphilis program
• Conduct and supervise literature reviews for program design, preparation of publications, planning and evaluation;
• Design, prepare and review analysis reports of HIV/Syphilis surveillance data and other information, such as secondary analyses;
• Present data results to various audiences;
• Reviews and prepares responses to requests for information in support of HIV/Syphilis planning and decision-making;
• Develop and provide recommendations to Ministry of Public Health/CNLS officials on HIV/Syphilis control based on findings from surveillance, field surveys, public health research, laboratory testing and acceptable control methods.
5) Provision of epidemiological consultation on HIV/Syphilis on scientific and technical issues
• Serve as a scientific consultant and recognized expert on HIV/Syphilis on epidemiological issues or critical issues where the type of resources provided and the impact on the communities are significant, so the program requires the application of advanced scientific and technical methods and practices;
• Work as a liaison with outside data-generating entities to develop and maintain partnerships for data sharing and use.
• Participate in relevant technical advisory groups with counterparts and partner institutions.

Key skills and qualifications required:
• PhD in epidemiology or biostatistics, or public health or non-PhD (eg MD) with expertise in epidemiology;
• A minimum of eight (8) years of experience in the care of people living with HIV;
• At least 5 years of demonstrated experience working with USAID/PEPFAR (or similar programs) and strong knowledge of USAID/PEPFAR (or similar programs) overall strategic framework and reporting requirements including planning, coordination, monitoring and evaluation of programs (at least 3 to 5 years of program management);
• Demonstrated expertise in the effective coordination of timely surveillance activities, including experience in designing studies, recruiting, training and supervising field teams, data collection, management and monitoring. data analysis, and dissemination of study results;
• Excellent command of statistical analysis software (eg STATA, SAS, SPSS, R);
• Experience in data extraction, cleaning, management and analysis, including modeling and visualization;
• Experience in capacity building and mentoring in intercultural professional settings;
• Excellent analytical skills to model leadership and systems thinking to promote the epidemiological perspective in the strategic planning process of an international public health government agency;
• Excellent writing skills;
• English would be an asset.
