Job description
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC assists, provides rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC's mission is to help people whose lives and livelihoods are shaken by conflict and disasters survive, recover and take control of their future.
Faced with a growing humanitarian crisis, the IRC is launching emergency programmes in the Far North region of Cameroon. Planned programmes include environmental health, food security, women's protection and empowerment, and protection and rule of rights.
The role of the Finance Officer will be to manage the financial aspects in coordination with the Yaoundé coordination office.
He will report hierarchically to the Field Manager of the Maroua base; but technically finance manager, based in Yaoundé.
Roles & Responsibilities
Specific spots
- Coordinate the entire financial role in the field and adequately cover the absence of staff during various trainings to the IRC system by working closely with the support and programme team in the field and with the coordinator in the field.
- Responsible for processing payments for banking and cash transactions.
- Coordinate with banks and financial institutions regarding project activities.
- Ensure payment documents are complete and comply with IRC and donor policies and procedures
- Ensure that internal control procedures are followed for all disbursements, receipts and transfers of funds.
- Update cash and bank books daily with appropriate reconciliation of closing balances.
- Review all payment documents to verify proper coding and supporting documentation.
- Maintain up-to-date records of advance payments for staff insurance, rents for all programs and their monthly amortization. Utility bills and travel expenses must also be tracked.
- Manage the classification of accounting and administrative documents
- Review purchase orders and purchase requisitions to ensure that they are properly coded and that the budget is sufficient before approving them.
- Carry out the forecast monthly cash flow in coordination with the members of the team concerned and send it to the financial department in Yaoundé.
Administrative and compliance tasks
- Follow purchasing procedures at the time of delivery of advances.
- Perform regular cash counting with the field coordinator
- supervise the payment rotation period in order to avoid delays in the processing of applications submitted to Finance.
- Oversee the proper and systematic filing of all payment requests, ensure the regular and adequate archiving of online and paper documents and submit them to the Yaoundé office in a timely manner.
- In liaison with the logistics department, prepare monthly lists of commitments for financial obligations already entered but not entered in the financial reports
- Supervise and evaluate the performance of staff under his/her supervision
- Report to the Finance Manager any irregularities within the IRC office, staff complex and sites regarding policy and procedures.
Budget management
- Conduct regular BVA analyses, attend project implementation meetings and follow up on action points
- Participate in the development of monthly and quarterly financial reports to be reviewed by the DDF/FM
- Perform other duties as required and/or requested
Profile
- Bachelor's degree in Finance/Accounting and Knowledge of Administration or Advanced Diploma in Accounting from a recognized college/institutions with a minimum of three (3) years of experience in Finance and Administration
- Knowledge of computer science with significant Excel experience, knowledge of accounting software packages (Microsoft Office software, SUN System) will be an additional advantage.
- The candidate must be mature, have a stable personality and be able to respect confidentiality.
- Excellent written and verbal communication skills in Francias and fluency in English.
